History
Loaten was Emperor Skathan's chief minister of diplomacy. He fell from power when he supposedly tried to kill Skathan and was executed for it.
He met Gevalden during his search for the Sand Mages. Khrissalla comes to him for information about Gevin, but he believes it is dangerous to tell her too much.
