Kyle Walters is the President of Walters and Ostman Detention Enterprises.[1]

He is an older Caucasian man with flecks of grey in his beard. He is somewhat pudgy.[2] He purchases an unnamed gaming company in order to create virtual reality prisons because of the extreme cost it took to upkeep even a single inmate($30,000-60,000); whereas doing it through his VR system costs only $10,000.[3]
