Gaotona, arbiter of the empire, comes to wonder about Shais decision to become a Forger instead of a true artist, as he inspects an alomst identical copy of a great art original. Together with three other arbiters and their leader Frava, they discuss further treatment of the imprisoned Forger. It becomes clear real quick that they need to use her abilities to maintain control of the empire due to their current situation. On a rare occasion, Gaotona and Frava agree on this.
