Following his ideas of a fair government Elend created a constitution with the aim to give the [[skaa]] a chance to get involved in politics. This parliament was called the Assembly. It consisted of 24 members, including 8 skaa workers, 8 [[noble]]s (including the king) and 8 tradesmen.

When King [[Straff Venture]] brought his army to Luthadel to take over the city from his son Elend, the Assembly evolved to be a threat to Elend's function as king. Regarding the coming winter and the terseness of food and wood/oil to heat the tenements and, before all, the fact that there were only twenty thousand, mostly untrained, troops in the city, the Assembly tended to give the city to Straff. With effort, Elend was able to convince the majority of the Assembly to give him time set up a meeting with his father. Elend was sure, Straff wouldn't attack the city. Then a second army came to Luthadel, headed by another King, [[Ashweather Cett]], making the Assembly even more nervous. Cett made his way into the city and was allowed to take residence in one of the abandoned former Noble's Keeps. Now two armies were besieging Luthadel.

The New Empire follows the Final Empire on Scadrial after the Collapse and Siege of Luthadel.

Foundation[edit]

After the Battle of Luthadel, when Elend Venture takes control of Cett's and Straff's armies, he establishes the New Empire. Vin kills Straff in the battle, and forces Straff's general Janarle as well as Cett to swear loyalty to Elend.

By the year of the Final Ascension, the New Empire has an army of over fifty thousand soldiers. The army of the New Empire is known for its well trained warriors.[citation needed] The last year of its existence is affected by battles against Ruin's Koloss armies and natural disasters.

One of Elend's primary goals as emperor is to secure the cities containing the storage caverns to ensure those supplies are available to the empire's people. Elend and Vin rescue the city of Vetitan which is being attacked by koloss and claim it for the New Empire; Elend makes its (formerly skaa) leader, Fatren, a lord.

In the course of time, each inner Dominance comes under the reign of the New Empire. However, its capital, Luthadel falls victim to revolts and a House War due to Ruin's influence on King Penrod through a Hemalurgic spike.[1] The survivors escape from the natural disasters into the cache of Luthadel or into the Pits of Hathsin.

During the Battle of Hathsin, both Elend and Vin die. Technically, Sazed is very briefly emperor before his Final Ascension.
